The article examines the evolution of foreign policy Russian Federation since 1991. author links logic decisionmaking with features formation ruling elite’s strategic culture, which changes are associated domestic political processes. dominance imperial approach in was result a retreat from liberal-democratic transition mid-1990s. concepts “special civilizational path Russia”, “anti-Western and anti-liberal civilization”, “besieged fortress” being approved elite mass consciousness. Another factor that influenced anti-Western position egoism unipolar American order established 1990s. leadership used an extensive arsenal “soft power”, methods “hybrid wars” to achieve its goals, most important reach agreement on delimitation spheres influence United States. “Recognizing usefulness military force” for realization goals actually means abandoning strategy indirect up time goals.
